In April, I was appointed to represent Ward 2 on the East Bay Municipal Utility District (EBMUD) by a unanimous vote of the Board of Directors. Since then, I've been working hard to address community concerns and learn more about our water system. Ward 2 covers parts of San Ramon, Walnut Creek, Pleasant Hill, and includes Lafayette, Danville, Alamo, Blackhawk, and Diablo. I’m eager to continue serving in this role and to do so, I need your vote on November 5th!

With over 40 years in Ward 2, I’m a public health professional passionate about improving our community and protecting the environment. My background includes managing programs, promoting policies, and leading initiatives in community engagement, public health, and sustainability. I’ve built strategic partnerships, worked as a public speaker, and have the endorsement of all current EBMUD members, including my predecessor John Coleman. I’m committed to addressing the most pressing issues in our region and look forward to continuing to serve you.

I grew up in Bogotá, Colombia, where water service interruptions and the need to boil water taught me its precious value early on. My family moved to San Ramon, where my father ran a small business, and my mother helped with the business while raising our family. My grandfather helped establish Colombia’s first national parks, instilling in me the values of education, environmental protection, and social justice.

Experience & Qualifications

I graduated in the top 10% of my class at UC Davis, majoring in Community Nutrition, and later earned a Master’s in Public Health from UC Berkeley. As a Registered Dietitian Nutritionist, I first sought to alleviate hunger in developing countries but soon realized that hunger exists here in the Bay Area.

I began my career as Director of the WIC Program in the South Bay, managing the nutritional well-being of 1,500 low-income women and children. From there, I worked with Contra Costa's Public Health Department to improve health and prevent malnutrition in vulnerable communities.

luz_at_podium_YAEC.jpgAs Chief of Staff for a County Supervisor, I gained a deep understanding of government at all levels, leading health, education, and environmental initiatives. I’ve worked on planning, zoning, and budgeting while making sure our communities received the services they needed. Most recently, I served as the Community Engagement Manager for the Bay Area Air Quality Management District, working on environmental justice and climate protection.

My education and career have prepared me to serve Ward 2 on the EBMUD Board of Directors. Whether developing policies, managing budgets, or improving quality of life, my focus is always on the community. I’ve seen firsthand the dedication of EBMUD’s staff and their commitment to providing reliable, high-quality water and wastewater services.

I know the priorities of Ward 2 because I’ve lived here for most of my life. With your support, I’ll continue to bring my experience and passion to represent you on the EBMUD Board. Let’s work together to secure our water future and build a sustainable tomorrow.
